With the rise of industrial hemp industry, more and more countries are interested in industrial hemp, such as our neighbor Japan. However, there is little domestic knowledge about the industrial hemp industry in Japan. Today, I would like to make a comprehensive comparison between the industrial hemp industry in China and Japan. What are the differences?
1. Historical comparison of industrial hemp cultivation
The history of marijuana cultivation in Japan can be traced back to thousands of years ago, while the history of official encouragement of marijuana cultivation in Japan can be traced back to the sixth year of Meiji (1873). The Meiji government encouraged the cultivation of marijuana in Hokkaido, mainly for fishing nets.
In Meiji 30 years, Hokkaido hemp making company was established. In Meiji 40 years, Hokkaido hemp making company and Japanese hemp making company merged into Empire hemp making company. During the first World War (1914-1918), marijuana was used to make military ropes and uniforms.
In China, the earliest history of industrial hemp cultivation can be traced back to 5150-2960 B.C. up to now, it has been used for weaving in 4500-3500 BC. Many ancient documents and archaeological materials also confirmed that China was the first country in the world to plant industrial hemp on a large scale.
2. Comparison of industrial marijuana related legislation
It was not until the defeat of the second world war that Japan began to legislate on marijuana. In 1948, Japan promulgated the marijuana control law, which stipulated that it was illegal to plant, hold or transfer marijuana. If people want to plant industrial hemp, they need to obtain the planting license issued by the local government.
Since 2016, CBD has been legalized in Japan. Products added with CBD will not be regulated as long as they do not contain THC. However, medical marijuana is illegal in Japan because it usually contains THC and CBD.
Since China signed the United Nations Convention on psychotropic substances in 1985, the use of marijuana has been recognized as illegal. In 2009, the people's Government of Yunnan Province issued Decree No. 156, which formulated the provisions on the license for planting and processing of industrial hemp in Yunnan Province, which was officially implemented on January 1, 2010. Subsequently, Heilongjiang also passed the legalization of industrial hemp cultivation in 2017.
In 2015, China food and Drug Administration (CFDA) published the "catalogue of used cosmetics raw materials in China" which included "hemp leaf extract", which was allowed to be used in cosmetics, but was not allowed to be used in health food in China for the time being.
3. Main planting areas of industrial hemp
Japan, like China, is also opening up a few regions to develop industrial hemp cultivation. In Japan, the place where industrial hemp can be legally cultivated is located in lukuma City, Tochigi County, which is the country's largest industrial hemp production base.
However, it is very difficult to obtain the planting license in Japan. According to the data of the Ministry of health, health and labor, in 2014, there were only 33 marijuana growers with planting permission in Japan, and the planting area was only 6 hectares. Their industrial hemp varieties, with THC content of 0.2% and CBD content of 1.1%, are not allowed to be planted outside Tochigi county.
Yunnan Province and Heilongjiang Province are the legal regions for planting industrial hemp in China. Yunnan province implements the examination and approval system, and Heilongjiang province implements the record system. In addition, "Jilin Province Industrial Hemp Variety identification method" has been implemented on January 1, 2020, I believe that Jilin Province will soon realize the legal cultivation of industrial hemp.
As of the end of December 2018, Yunnan has issued 45 industrial hemp planting licenses in Yunnan Province and 6 industrial hemp leaf processing licenses in Yunnan Province, among which the latter have been issued to hankang, hanmusin, baiou biology, hansu, Eshan Wuxing and Academy of Agricultural Sciences.
4. Comparison of CBD application direction
CBD products on the Japanese market are forbidden to be used for medical purposes, but can be used as cosmetics, dietary supplements, health products, food, pet food, etc. However, the raw materials of industrial hemp in Japan are extremely insufficient, leading to the fact that most of the raw materials of CBD products are imported. Therefore, there are almost no CBD products completely "made in Japan" in the Japanese market. In order to solve the problem of insufficient raw materials, Japan can only import raw materials from abroad, or directly import foreign CBD products.
When industrial hemp raw materials or CBD products are imported into Japan, the following three materials should be provided:
(1) A letter of commitment from the person in charge of the manufacturer who promises not to violate the laws of Japan;
(2) Composition analysis form (which must include date, certificate without THC, and signature of identification agency);
(3) Photos of raw materials and production process.
In China, the application direction of CBD is only cosmetics for the time being. Other aspects, including medical treatment and food, are illegal. At present, CBD is mainly used in cosmetic products such as facial mask and eye cream. For example, last year, one leaf launched its CBD mask.
Although there are still great constraints on the application direction of CBD in China, with the continuous development of researchers and industry, I believe that the application scope of CBD in China will be more and more broad.
5. Industrial hemp Association
At present, many countries have established industrial hemp associations, and Japan is no exception. Japan's Hokkaido industrial hemp association has more than 70 member units, committed to promoting the cultivation of industrial hemp and related technology research. Just two years ago, more than ten representatives of the Hokkaido industrial hemp Association visited the Daqing branch of the Chinese Academy of Sciences to strengthen scientific and technological cooperation and exchanges in the field of industrial hemp between China and Japan.
China's first industrial hemp Association will be officially established in the "establishment and first membership meeting of Yunnan Industrial Hemp Industry Association" next week. The establishment of Yunnan Industrial Hemp Industry Association will contribute to the development of industrial hemp industry in Yunnan Province and even the whole country, with milestone significance.
As a trillion level market, industrial hemp is very interested in this industry in China, Japan and other countries. Although many countries still have many restrictions on this industry, with the deepening of the research on this industry, the continuous opening of national policies, and the unremitting efforts of the whole industry, industrial hemp will finally usher in the development of spring!
