Costa Rica - yes. Import, sale and use are permitted and controlled as tobacco products. All transactions must be age verified (only adults over 18). Advertising is not allowed. Use in public places is limited.
Czech Republic - permitted. The import, sale, use and sale of electronic cigarettes are unrestricted.
Estonia - allowed.
European Union - yes. It is allowed to import, sell, use and advertise.
Germany - allowed. It is allowed to import, sell and use. The Supreme Courts of the two states ruled that electronic cigarettes and canned tobacco oil were not drugs under the drugs act or the medical devices act. Germany is one of the countries with the most relaxed regulatory measures for e-cigarettes. There is no special tax on steam cigarettes, no cross-border sales regulations, and only slight restrictions on advertising.
Indonesia - permitted. The Indonesian government said it would levy up to 57% of taxes on non tobacco substitutes, including e-cigarettes, starting in the summer of 2018.
Israel - yes. Import and sale are allowed.
Italy - allowed. Import, sale and use are unrestricted. Sales of e-cigarettes (nicotine only) are prohibited for people under the age of 18.
Ireland - allowed. It is allowed to import, sell and use.
Korea - allowed. Here e-cigarettes are considered tobacco products and are subject to tobacco control legislation. Taxes are high. The report shows that the retail price of e-cigarettes in South Korea is the highest in the world. HNB products are very popular.
Latvia - allowed. E-cigarettes can be sold to people over the age of 18.
Malta - permitted. It is considered to be a tobacco product, sales and use are allowed, but e-cigarettes fall within the scope of "tobacco law". They cannot be advertised, used in closed public places, or used only by adults over the age of 18.
Netherlands - allowed. It is allowed to import, sell and use. The government tried to ban it completely, but it was overturned in law: in a civil court case, the gravenhage court in the Netherlands legalized the import and sale of e-cigarettes and electronic liquids containing nicotine.
Poland - allowed. It is allowed to import, sell and use.
Russia - allowed. It is allowed to import, sell and use.
Tajikistan - permitted. The sale and use of e-cigarettes are currently unrestricted.
Ukraine - allowed, but limited
UK - allowed. It is allowed to import, sell, advertise and use. There are some restrictions on advertising. As far as we know, the UK is the only country in the world where e-cigarettes are under comprehensive and effective supervision. The maximum nicotine content allowed in the UK is 20 mg / ml. the bottle may contain more liquid with nicotine content more than 10 ml. it must be child proof and tamper proof. The volume of atomizer sold shall not exceed 2 ml.
United States - permitted. It is allowed to import, sell, advertise and use. The U.S. FDA has tightened controls on the sale of e-cigarettes this year to control the abuse of e-cigarettes by teenagers, and has asked e-cigarette manufacturers to take off the shelves of physical stores to taste e-cigarettes.
Armenia - yes. Sales of e-cigarettes and oils containing and without nicotine are not regulated. In 2018, Philip Morris International (PMI) began to sell its revolutionary smoke-free product, iqos, in Armenia.
Bosnia and Herzegovina - yes. Nicotine containing tobacco bombs are not classified as tobacco products, so sales are not regulated.
Bulgaria - allowed. The sale and use of electronic cigarettes and smoke bombs containing nicotine are legal.
Romania - yes. The sale and use of electronic cigarettes are legal.
Sweden - allowed. It's legal for anyone to sell electronic cigarettes, but it's illegal to sell liquid nicotine to minors under the age of 18.
Switzerland - allowed. In 2018, local enterprises in Switzerland successfully challenged the illegality of liquid containing nicotine in the federal court, immediately lifted the ban and sold liquid containing nicotine nationwide, as well as neighboring Liechtenstein which followed the same law.
New Zealand - permitted. Electronic cigarettes have been legalized. The new iqos tobacco products adopting the heating non combustion technology of Fimo international have officially embarked on the road of legalization in New Zealand.
France - allowed. E-cigarettes and nicotine liquids are considered consumer goods subject to general product safety regulations unless they meet the standards of a medical license. It is prohibited to sell electronic cigarettes to people under the age of 18, as well as to sell smoke bombs with or without nicotine.
